Russia has shifted stance toward foreign adoption several times over the past 30 years. Under Communism, there were no guidelines that allowed for Russian children to be adopted. But, when Yeltsin took over, he allowed the citizens more freedom and allowed for Russian children to be adopted by other families. Once Vladimir Putin came along, the stakes changed.
